4. Participation in the Game

Member Associations must comply fully with the Common Association Constitution.

BYE-LAW 4. PARTICIPATION IN THE GAME

(a) Membership of World Rugby by a Member Union or Member Association shall be effective as an agreement binding such Member Union or Member Association (which agreement requires such Member Union or Member Association to similarly by agreement bind its affiliated membership which such Member Union or Member Association undertakes to do) to abide by the Bye-Laws, Regulations and Laws of the Game and to accept and enforce all the decisions of World Rugby, Council and the Executive Board (as the case may be) in respect of the playing and/or administration of the Game throughout the country or countries within the jurisdiction of such Member Union or Member Association. Any breach of this agreement or any conduct which may be prejudicial to the interests of World Rugby or of the Game shall render such Member Union or Member Association liable to disciplinary action in accordance with Regulation 18 and Bye-Law 6(f).

(b) Pursuant to Bye-Law 3(b) and in accordance with the powers set out in Bye-Law 9.6, the Council shall as and when it deems necessary establish, adopt and amend Regulations which shall be binding on all Member Unions, Member Associations and their constituent bodies.

(c) Subject to any legal requirements in its home jurisdiction, a Member Union may pass regulations that are more restrictive than the Regulations provided that they do not conflict with the Regulations. Such regulations shall have effect only within the jurisdiction of that Member Union.

(d) Member Associations must comply fully with the Common Association Constitution.
