Niger followed pool victories over hosts Togo and Benin, and a draw against Mali, with the tight win the final.
Burkina Faso finished in third place after an equally attritional win against the hosts, 7-5.
"This tournament has once again proved a massive success and remains a key part of African rugby’s development," said IRB Regional Development Manager for Africa, Jean-Luc Barthes.
"Year on year, we are certainly seeing the standard among these lesser African rugby nations improve through more regular competition.
"Congratulations to Niger on retaining their Cup and to Togo on hosting a successful tournament."
